added /allservserver command to schow the owner all servser the bot is in

I added team member getting so all team members get a dm when the bot starts added 2 channel ids one for announcment of the bot when it restarts or pulls changes and one for a changelog i added a info command where you can see infos of the bot like version developers the original repo if it was forked

At first i started to implement this as an funktion with an client inside as seen in my first commits. But then i realized that discord.py has a native way of importing command listeners and so on to a bot so i scraped everything and started implementing it as a cog after a bit of struggeling at first on how to get the import and listeners to work i finally got it to work.

command syncyng to a guild or globally in cog_load
team id fetching and team dm sending on bot

restart helper task to work with DiscordBotHelper
helper funktions:
check_team_member to check if a user is part of the team that owns the bot or the owner if it belongs to a user
is_team_member:
using check_team_member to create a decorator for /commands to make them only for team members
