Noir - Devlog #02

Changes I made:

Animated tab switching (the selected tab bg now slides around, and changes its size to fit the current tab’s width)
Set up a (base) custom color theme and converted the default theme to hex for consistency
Started working on a custom app top bar/header
Added Hugeicons and created a custom Icon component for consistent look
Added linting and formatting to the whole monorepo (Biome & Eslint) and fixed some lint errors that came up
Select prevention on web version for more native app feel
