/jokebot-joke-1p #get a one-part joke
/jokebot-joke-2p #get a two-part joke
Every day at 9 PST, a new joke is sent
uses a free joke api to get a random joke

got all of the joke bot working up in the nest commands:
/jokebot-ping #pings the bot
/jokebot-joke-1p #gets a 1-part joke from the bot
/jokebot-joke-2p #gets a 2-part joke from the bot
Every day at 9 am it post a joke (I just noticed that it is 9 UTC, will change to 9 am PST)
