cut minimise and open
added and fixed the app relaunch option in settings, Now we can choose what happens when the same app is pressed again, either open another window, minimize or restore the same app, or close it

I also made sure this only applies to app opening commands. Things like git commands and other normal commands still work the same way

Tested all three options and the app now behaves correctly based on the selected setting
