Addes /bulldog-yes-no it uses the api https://yesno.wtf to get a yes or no gif for the user

I worked on bulldog for 1 hour and 31 minutes adding a new slash command /bulldog-image which returns a random dog image. I thought that the read me needed to be updated to be actually useful and some other stuff.

Just make the initial commit for my slack bot project
