v1.7.0 - Live Launch Radar and Boot Sequence

1. Launch Radar - Added a hero radar panel with rings, a crosshair, and a rotating sweep.
2. Launch Pad Tracking - Plotted launch pads as pulsing blips based on their latitude and longitude.
3. Hero Stats - Added live stats for tracked launches, providers, and the next lift-off time.
4. Boot Sequence - Added an animated startup overlay with staged telemetry lines and a progress bar.
5. Session-Based Startup - Made the boot sequence appear once per browser session and skip automatically when reduced motion is enabled.
6. Responsive Hero Layout - Hid the radar on small screens and stacked the hero layout for better mobile support.
