made the github client highlight em dashes and ai chars

…and more improvements

im gonna add this to stardance sitewide using the extension asw, but i first put it in the gh client only. and the other improvements are:

• styling: buttons become smaller when the window is not popped out
• add unicode support: previously it broke into ascii chars
• consistency: the “API rate limit reached please enter PAT” screen was different depending on how you reached it so i fixed it
