added Rate Limits

Unfourtanetly I can’t push the code right now cause of github having problems with their API.

So but it did take very long cause im Albert himself.
So first I tried hardcoding Rate Limits with timers and stuff like that and I very much had very dumb ways to deal with it. Then I found out that Flask actually has a own Libary just for Limits.
So after failing doing it my own way I just sticked with that.
